The UPEC creates a space of exchange between referees and participants that combines the reflection and the learning to raise offers for the challenges that Catalonia has; establishing, the bases to construct a better society betting for the social transformation. Likewise, the progressive university helps to strengthen the mechanisms of diffusion, reflection and elaboration of the culture and the ideas of the Catalan left sides.

Along the last editions of the UPEC, the project of University of Popular Summer has been consolidated. It has caused that the project of the UPEC has become strong, obtaining an own space inside the cultural summer offers. The UPEC takes the civil society as a priority and to give response to the questions that affect the persons. It possesses also a cultural program to complete the daily meetings, totally free and opened to the whole world.
